On the 26th and 27th of November 2025, the ESA Council meeting at Ministerial Level (CM25) took place. A historic €22.3 billion was pledged to ESA’s overall budget, which marks a 31% increase (or 17% if corrected for inflation) on ESA’s 2022 Ministerial Council. How will this impact the EO downstream industry? What will the priorities be and what opportunities will come?

The CM25 put a strong emphasis on maintaining Europe’s leadership in Earth observation with the preparation of the second generation of Copernicus satellites (specifically the Sentinel-2 Next Generation and Sentinel-3 Next Generation Optical missions), whilst preparing, under FutureEO, the future operational Copernicus and meteorological missions and continuing support for the use of data for Earth Action. In addition, ESA will continue its efforts to boost the value of EO data through initiatives such as the Digital Twin Earth and InCubed, supporting innovative and commercial solutions.

In parallel, the CM25 introduced the European Resilience from Space initiative which will support dual-use capacity for Europe, including initial funding towards a system giving access to high- temporal and spatial resolution satellite images – through pooling and sharing of resources and building a network to fill gaps in observations.

This reflects the trends observed in the latest EARSC Industry Survey (2025) which showed that the EO sector continues to steadily grow (9.16% growth rate), generating €2.66b in revenues and employing over 16000 people. A revenue growth that was strongly driven by defence and security-related activities for many EO companies and concentrated primarily among large and medium companies in Europe.

Join us for the first EOcafe of 2026, as our host Geoff Sawyer (EARSC Strategic Advisor and former Secretary General) sits down with Simonetta Cheli (Director of ESA Earth Observation Programmes and Head of ESRIN) to shed light on the outcomes of the CM25, how they fit into broader geostrategic perspectives and what the EO downstream industry should look out for.

  • How can EARSC continue to support exchanges between ESA and the EO industry in the post-CM25 era?
