The European EO services industry is a key partner of the EU flagship Copernicus programme. The industry is a supplier of data through the contributing missions, a supplier of contracted services and is a user of both data and services under the Free and Open data policy. The 2024 EARSC Industry Survey showed the importance of the Copernicus Land Monitoring Service (CLMS) to the industry; coming out first among the Copernicus Services in both supplier and user categories. In addition, industry, including EARSC members, have continuously highlighted the key importance of access to in-situ data. Whether for calibration and validation or to integrate in the applications and services themselves, in-situ data are key.
The European Environment Agency (EEA) and the European Commission’s DG Joint Research Centre (JRC) are the entities entrusted with the implementation of the CLMS, whilst the EEA also implements the cross-cutting coordination of the Copernicus In-Situ Component. As the next Multiannual Financial Framework (MFF) is just around the corner, these Entrusted Entities (EEs) are defining their key priorities for the next phase of Copernicus, “Copernicus 3.0”, and what they would like to see addressed under the MFF. The MFF is the European Commission’s long-term budget, which determines the priorities for EU funding over a 6-year period. The current MFF covers the 2021-2027 period, whilst the next one will cover 2028-2035.
With the new Copernicus Sentinel expansion missions, an increasing role of Copernicus in supporting policy design and implementation, the impact of digital technologies (e.g., AI, machine learning, etc.), as well as the evolving geopolitical situation and continued climate crisis, the Copernicus programme is at a crossroads. The priorities set under the next MFF will guide how the Copernicus programme, including the CLMS and In-Situ Component, will evolve and continue to meet user needs over the next 10 years.
The EEs are therefore determining their priorities for the future MFF, whether that be service evolution, data governance and access evolution or an evolution in the mandate, ahead of the 2028-2035 period, so that sufficient budget is allocated to the Copernicus programme and delegated to the EEs.
With this context in mind and the next MFF just around the corner, our host Geoff Sawyer (EARSC Strategic Advisor and former Secretary General) will be joined by Usue Donezar Hoyos (Copernicus Project Lead, EEA), Andreas Brink (CLMS Project Lead, DG JRC) and Jose-Miguel Rubio (Expert – Copernicus In Situ, EEA) as they discuss how the Copernicus Land Monitoring Service and the Copernicus In-Situ Component are evolving, as well as the key priorities in light of “Copernicus 3.0”.
Some questions that could be addressed during this EOcafe include:
- How is the CLMS evolving? What is the key focus of the service evolution (e.g., data interoperability, higher temporal/spatial resolution of datasets, etc.)?
- How are the EEA and DG JRC ensuring a coordinated approach to both components of the CLMS (global, pan-European and local)? How does this affect users?
- What are the key priorities for the CLMS as the next MFF and next phase of Copernicus approaches?
- How can the EO services industry get involved? What opportunities are there? How can EARSC support this process?
- How is the Copernicus In-Situ Service evolving? What is the key focus of the service evolution (e.g., data accessibility/governance, in-situ data sources, etc.)?
- What are the key priorities for the Copernicus In-Situ Service as the next MFF and next phase of Copernicus approaches?
- In-situ data are key for the EO industry, how can EARSC and its members support the EEA in giving more priority/visibility to the In-Situ component of Copernicus in this next phase?
