EOcafe: Exploring the impact of Sentinel data: insights from SeBS and the water management sector

Due to a last-minute change of availability of this week’s planned guest speaker, we have had to postpone the originally planned EOcafe with EFRAG about the European Sustainability Reporting Standards (ESRS) and ESGs more globally. We will reschedule this topic for spring as we know it is of high interest for the EOcafe community.

In the meantime, for this week’s EOcafe, our host Geoff Sawyer (EARSC Strategic Advisor and former Secretary General) and Alessandra Tassa (Remote Sensing Specialist, ESA) will tell us more about the Sentinel Benefits Study (SeBS) and the methodologies used in SeBS to analyse and understand the benefits of Sentinel data, including concrete examples from the water management sector across Europe.

The Sentinel Benefits Study (SeBS) SeBS has analysed 37 cases, across a wide range of applications and countries, to help understand the benefits which Sentinel data can deliver for society. Using a bottom-up methodology based on a value chain established for the specific product or service, benefits are addressed for each tier[1] and for 6 dimensions (economic, environmental, regulatory, innovation, research, societal).

Each case has generated a deeper understanding of how the service is having an impact on the various stakeholders and on society at large. It has resulted in a portfolio of cases all of which show economic benefits as well as non-monetary benefits arising from the use of data from the Sentinel satellites. By taking similar cases and analysing them together, through a transversal approach, SeBs has also provided deeper insights into what drives the application and how and where it delivers benefits.

One such example is water quality management. The management of water resources is a critical public function. Ensuring that water is available in time of drought, that the quality is maintained, and that excess water is channelled in a way that avoids flooding, requires timely information to inform policy making and to manage the resource.

Three SeBS cases looked into the use of Sentinel data for water quality management, whilst a further two looked into the use of Sentinel data to monitor the abstraction of water from underground aquifers through the movement of the ground surface. Sentinel data proved to be highly valuable, enabling broader geographical monitoring, earlier detection of problems, more cost-effective monitoring, and support for the implementation of EU regulations such as the Water Framework Directive.

Join us this Thursday to learn more about SeBS and the water management cases. Some questions that could be addressed during this EOcafe include:

  • What is the Sentinel Benefits Study project?
  • Why is it important to understand the benefits that Sentinel data are providing? How is this useful in stakeholder engagement and user uptake (e.g., with regional authorities)?
  • What are the main aspects of the methodology? Is there any particularity to the SeBS methodology compared to other studies looking into the economic benefits of space data (e.g., the WEForum, OECD, etc.)?
  • What are the main outcomes or lessons learned from the transversal approach, especially as regards water quality management? How can we use these results to increase the use of EO in regulations such as the Water Framework Directive?
