Aims of the Conference

Local and regional Authorities are confronted with new challenges which require careful planning and effective use of new technologies: monitoring of the natural environment, sea pollution, land use, agriculture, mapping, real estate, traffic management, road tolling, tracking of goods and people, time and position tagging, dynamic route guidance with real-time traffic information, mobile data and voice communication, natural disaster management, monitoring of illegal traffic of people and goods, etc.

These and other areas are often the responsibility of local or regional authorities. However, they are by nature of concern simultaneously at local, global, and inter-local levels. To address these issues, the authorities are required to consider both micro and macro phenomenon, and coordinate with other regional, national or European actors.

Space technology applications have led to the development of numerous tools and services that can bring breakthrough solutions to address the challenges of local and regional administrations. This is in particular true through European programmes such as the Global Monitoring for Environment and Security (GMES) and Galileo, which are providing a number of new services of interest for local and regional administrations. However, these services are often seldom known, or still in a development stage which makes their utilisation uneasy or not fully operational.

This conference brings to Barcelona more than 250 professionals from the Administration Authorities and from the space technology and service sectors. The two-day programme is designed to encourage discussion and effective information exchange on the challenges ahead from the user perspective, and also to present possible solutions provided by existing and planned space infrastructure and applications in the areas of earth observation, positioning navigation and timing and telecommunications.

In particular, Users from Local and Regional Authorities will address the following items:

  • Common challenges faced by service users from Local and Regional Authorities
  • Good practices in the utilisation of Space Application based services by Local and Regional Authorities
  • Current limitations and difficulties
  • Requirements for future Services

The Added Value Industry will be represented and will bring educated answers to questions arising from the debate. A Service exhibition will take place next to the conference and provide for demonstration of these services together with further discussions with the providers.

This Conference will shape future actions between users from Local and Regional Authorities and the Value Added Industry. In particular it will serve as the basis for the preparation of the follow-up thematic workshops to be held in late 2007 and 2008 throughout Europe. Finally, it will propose a feed back to the institutions in charge of the development of Services, in particular to the GMES fast track services implementation groups and the Galileo Concessionaire.

Overall, this programme will permit local users to be involved in the shaping of future service development addressing their needs.

  • Target Audience: Users from Local and Regional Aduthorities, all involved with operational administration from large cities, regions, and any type of local administration depending on the different European national institutional set-ups
  • Format: Presentation of experiences by users from Local and Regional Authorities, exchange of ideas and dialogue with Service providers
  • Exhibition: In parallel to the Conference, an exhibition will provide for the demonstration of new services addressing the specific needs of Local and Regional Authorities (see attached announcement for further information)
